MULTIPLE PRIME CONTRACT VEHICLES

BreakPoint Labs maintains a variety of prime and subcontract vehicles to offer current and prospective clients the speed, flexibility, and selection necessary to procure technical cybersecurity services. BreakPoint Labs is a prime contractor on the following vehicles:

GSA Multiple Award Schedule (MAS) — Highly Adaptive Cybersecurity Services (HACS)

Contract Overview: The General Services Administration (GSA) Highly Adaptive Cybersecurity Services (HACS) is a unique way for Federal, state, and local governments to access BreakPoint Labs as a cybersecurity-focused company that was one of the first to be awarded the HACS after a rigorous technical evaluation. The HACS is:

  • Designed specifically to provide government agencies with quicker and more reliable access to key, pre-vetted cybersecurity support services that will expand agencies’ capacity to test their high-priority IT systems, rapidly address potential vulnerabilities, and stop adversaries before they impact the networks.
  • Provided by a specialized subset of cybersecurity companies, such as BreakPoint Labs, under GSA’s Multiple Awards Schedule (MAS), the largest and most widely used acquisition vehicle in the Federal government.
  • Fast and reliable access to identify and protect a customer’s information resources, detect and respond to cybersecurity events or incidents, and recover capabilities or services impaired by any incidents that emerge.

HACS also supports government-wide cybersecurity priorities, such as Zero Trust Architecture and Application Security Testing.

Joint Artificial Intelligence Center (JAIC) Test and Evaluation (T&E) Blanket Purchase Agreement (BPA)

Contract Overview: The JAIC T&E Blanket Purchase Agreement (BPA) is a five-year contract vehicle that will allow the acquisition, development, and integration of commercial Artificial Intelligence (AI) tools and services in support of the Department of Defense (DoD) and the U.S. Government's AI test and evaluation objectives.

BreakPoint Labs is responsible for providing guidance in advancing and operationalizing the Department of Defense’s' (DoD) Artificial Intelligence (AI) Ethic's Principles with the main objective to build a trusted ecosystem of AI tools and subject matter experts, in turn, enhancing military capabilities and building confidence in JAIC's workforce, warfighters, and the American public by utilizing AI in a responsible manner. The BPA will support the acquisition of commercial AI tools and services, development of new AI tools and services, integration of AI tools and services into environments, operation and support of AI tools and services, and the use of AI tools and services to conduct AI testing on AI models and software applications. The areas of focus include emerging AI technologies such as Machine Learning, Deep Learning and Neural Networks. Task orders will focus on the following areas:

1. AI T&E Solutions
2. T&E Independent Verification and Validation (IV&V) Services
3. Other Technologies
4. Alignment/Integration with the Joint Common Foundation (JCF)

Department of Health and Human Services (HHS) Penetration Testing Blanket Purchase Agreement (BPA)

Contract Overview: The Department of Health and Human Services (HHS) Office of the Inspector General (OIG) requires experiences and credentialed contractor to provide:

  1. Cybersecurity penetration testing services to assist the OIG’s Cyber Assessment Team
  2. Technical assistance and consulting services to assist the OIG IT auditors on other IT-related reviews
  3. Interactive cyber exploitation and defense training for OIG staff

Under the BPA, BreakPoint Labs performs cybersecurity penetration testing at select HHS Operating Divisions (OPDIVs) and business partners (to be determined by OIG) to evaluate the effectiveness of information security controls implemented, and measure how well systems are protected when subject to attacks. Examples of the types of penetration testing BreakPoint Labs performs includes, but is not limited to:

  • Web application security testing
  • External and internal network penetration testing
  • Phishing and social engineering penetration testing (via e-mail, telephone, or portable media)
  • Wireless security penetration testing

In general, BreakPoint Labs is not provided with substantive information about the target environment; therefore, the testing will require information gathering techniques to better formulate and appropriately focus penetration-testing efforts against the targeted systems. Internal network penetration testing is designed to simulate attacks from inside the target environment.
